Sewer backups in high water
When the harbor and streets flood, the sewer can surcharge. Toilets and shower drains are the first to show it. We clear and camera the line once the water drops. See flood repairs and backwater valves.
Small cottages on 30 by 85 foot lots, on an island that was dredged from the bay and is ringed by a seawall. When the harbor rises, Balboa Island is one of the first places in Newport Beach to feel it.
Balboa Island plumbing is shaped by its size and its seawall. Lots are small, water heaters sit in tight closets or garages, and king tides can push water into the sewer system and up the lowest drains. The island is on City of Newport Beach water and sewer. For a backup or leak, call (949) 620-1945 any hour.
Three islands, one ZIP code, and a lot of plumbing packed into a small footprint.
Balboa Island plumbing problems come down to tight spaces, old lines and water on three sides. The island was built from sand and silt dredged out of the bay between 1906 and 1909, and the ground sits close to the level of the harbor around it. The seawall keeps the bay out. The sewer system, though, connects every house to the same low ground.
On a 30 foot wide lot, every square foot counts. Water heaters end up in narrow closets, under stairs or in a corner of a one-car garage. That makes replacement trickier than in a big suburban garage, and it is why we ask for the location and a photo before we arrive. In many island homes a tankless water heater frees up space, but it needs the right gas line and venting.
Island streets mix early cottages with full rebuilds, and some owners have combined two lots for a larger home. In a cottage, expect older drain lines and a lot of history behind the walls. In a rebuild, the plumbing is newer but often more complex, with multiple bathrooms, recirculation lines and high-end fixtures.
The Census counts more than a third of island housing units as vacant, which includes second homes and summer rentals. A slow leak in an empty house can run for weeks. If you are away for long stretches, a leak sensor with an automatic shutoff valve is cheap insurance.
When the harbor and streets flood, the sewer can surcharge. Toilets and shower drains are the first to show it. We clear and camera the line once the water drops. See flood repairs and backwater valves.
We plan the swap around the space, the venting and the City permit. Sometimes the right answer is a tankless unit that frees up the closet.
A cracked or missing sewer cleanout cap lets floodwater straight into your line. It is one of the cheapest fixes on the island and one of the most useful.
Supply line failures under sinks and at toilets in homes that sit empty part of the year. We fix the leak and can add an automatic shutoff.
The island is small, but where your home sits on it changes the plumbing questions.
Homes along the seawall walk face the harbor directly. They are closest to the water during a king tide, and their exterior fittings take the most salt spray. The Bay Front bulkhead, walks and public piers date from 1938, and the City installs flood gap boards on the island before big tides.
Streets such as Amethyst, Coral, Diamond, Garnet, Opal, Ruby, Sapphire and Topaz run across the island between the two bay fronts. Interior lots are the classic 30 by 85 foot island lot, with homes close together and alleys behind many of them. Water heaters and laundry often share a garage or a narrow closet.
The island's shops and restaurants line Marine Avenue. Restaurant kitchens mean grease in the lines, and older commercial buildings may have mixed plumbing from several remodels. Work here is scheduled around business hours whenever possible.
The Grand Canal separates Little Balboa Island from the main island, with a two-lane bridge between them. Homes along the canal have water on more than one side, and the canal bulkhead and walk were rebuilt in concrete in 1929.
The smallest of the three islands sits at the northwest corner, reached by a one-lane bridge. Access planning matters more here than anywhere else on the island.
Across the main channel, the Balboa Peninsula is a ferry ride away. On the mainland side, Corona del Mar and the Irvine Terrace homes look down on the island, and Eastbluff and Harbor View are a short drive inland.
Most island homes fall into one of three groups, and each tends to have different pipe.
| Home type | Typical supply pipe | Typical drains | What to watch |
|---|---|---|---|
| Early cottage, largely original | Galvanized steel or early copper, often partly replaced | Cast iron inside, clay or cast iron lateral | Low pressure, rusty water, root and crack problems in the lateral |
| Cottage with remodeled kitchen or baths | A mix: new copper or PEX in remodeled rooms, older pipe elsewhere | New ABS plastic under remodeled rooms, older drains beyond | Problems that show up only in the rooms nobody touched |
| Full rebuild, often on one or combined lots | Copper or PEX | ABS plastic, new cleanouts | Tankless descaling, recirculation pumps, the condition of the lateral at the street |
Every house is different, and many have been partly replumbed. Treat the pipe column as what is typical for the era, then confirm by looking at the pipe at your water heater, under a sink and at the main shutoff.
The island's water comes from the City of Newport Beach. The City's latest annual water quality report shows hardness averaging about 14 grains per gallon in 2025, which is hard enough to scale tank and tankless water heaters. Annual flushing or descaling is worth putting on the calendar.
We cover the main island, Little Balboa Island and Collins Isle.
The island has one road bridge, and summer weekends can back it up. Streets are narrow and parking is scarce, so tell us whether your garage opens to an alley and whether there is room to park a work truck. If we need to bring a camera or jetter, we plan where it goes before we arrive.
During a king tide, the City may have gap boards and pumps out on the island. We work around the City crews and come back once it is safe to open your sewer line.
Almost everything about island plumbing traces back to how the island was made.
James McFadden sells his Newport property, including the swamplands that became Balboa and Harbor Islands, to William Stepp Collins and C. A. Hanson.
Collins builds a dredge, cuts a channel and deposits sand and silt on the tidelands.
In 1908 and 1909 the dredge moves to the Snipe Island mudflat, and the island takes shape.
A bridge connects the island's North Bay Front to the mainland. It cannot carry cars until 1929.
Balboa Island joins the City of Newport Beach.
Joseph Beek gets the first ferry contract between the island and the Peninsula. His family still runs it.
The island's seawall is rebuilt, and Beek receives a 15-year ferry franchise.
A concrete bridge opens and the Grand Canal bulkhead and walk are rebuilt in concrete.
The Bay Front bulkhead, walks and public piers are completed.
The 1929 bridge is replaced with a new structure with 9 foot wide walks.
Island plumbing follows the summer crowds and the winter tides.
| When | What is happening | What it means for plumbing |
|---|---|---|
| Summer | Visitors, rentals and ferry crowds; Wikipedia's island history cites close to 10,000 summer renters | Clogs and water heater strain in full houses, bridge traffic and scarce parking |
| Thanksgiving week 2026 | Five days of king tides, potential peaks up to 8.8 feet | Flood gap boards go up; sewer backups are possible through the lowest drains |
| December 16 to 20, 2026 | The Christmas Boat Parade, with Balboa Island one of the main places to see the Ring of Lights home displays | Crowded streets and walks in the evenings; plan service visits for daytime |
| December 22 to 26, 2026 | The year's final king tides | Holiday guests plus flood risk; know your shutoffs and keep sandbags ready |
Many island homes are second homes or rentals, and the Census counts more than a third of island units as vacant. A few habits prevent most disasters: shut off the main when the house is empty, use braided supply lines on toilets and sinks, add a leak sensor with an automatic shutoff, and leave a local contact who can let a plumber in. The City of Newport Beach regulates short-term lodging with its own permit rules, so check them with the City before renting.
The Balboa Island Improvement Association has served the island since 1918. It is a good place to hear about upcoming City work, flood preparations and island events.
The services island owners need most are flood repairs and backwater valves, water heater replacement, tankless water heaters, sewer camera inspection and leak detection for homes that sit empty.
Balboa Island is served by the City of Newport Beach for both water and sewer.
| Problem | Who handles it | Number |

| Water emergency after hours or weekends | Newport Beach Police, who dispatch a City crew | 949-644-3717 |
| King tide and flooding questions | City of Newport Beach | (949) 644-3055 |
| Gas smell | SoCalGas, from outside | 1-800-427-2200 |

A City plumbing permit is required for water heater replacement and for most fixture swaps that break a trap seal. We handle it. For more, see our permit guide and our king tide plumbing guide.
On Balboa Island, three small fixes do most of the work.
The sewer cleanout is a pipe with a cap that rises out of the ground, usually near the front of the lot. If the cap is cracked, loose or missing, floodwater pours straight into your sewer line. Replacing it takes minutes.
A backwater valve sits in the lateral and closes when the sewer pushes back toward the house. It needs a cleanout for access and an occasional check to make sure the flap moves freely.
The lowest drain in the house, often a shower or a floor drain in the garage, is where backups appear first. Know which one it is, and stop running water in the house when the street floods.
On a 30 foot lot, there is not much room to work, so we plan the location of any new cleanout or valve with the yard, walkway and seawall in mind. See flood repairs and backwater valves for more detail.
Most island water heater jobs follow the same path.
If the tank is leaking, close the cold water valve on top and turn the gas valve to off.
A quick photo of the closet, the vent and the gas line tells us what size unit fits and what parts to bring.
We confirm parking, the alley or street entry and how the old tank comes out of a tight space.
You approve a written price. We pull the City permit and install with strapping, a full-bore shutoff and unions within 12 inches, as the City checklist requires.
We schedule the City inspection and take the old tank off the island.
A real person answers 24 hours a day. You get an honest arrival window and a written price before any work starts.
It can. The City lists Balboa Island among its most flood-prone areas and installs flood gap boards on the island before big tides. When streets flood, the sewer system can back up into homes through the lowest drains.
The City of Newport Beach. For a leak in the street call 949-644-3011 during business hours, or 949-644-3717 after hours. Anything on your side of the meter, like a leaking pipe or a clogged lateral, needs a plumber.
Often, yes. A wall-mounted tankless unit can free up a closet. It needs a properly sized gas line, new venting and a condensate drain for many models, and City water hardness means it should be descaled about once a year. See tankless water heaters.
A backwater valve is a one-way valve on your sewer line. Wastewater flows out, but a flap closes if the sewer pushes back. If your home has had sewage or floodwater come up a drain, it is worth pricing one.
Call early and tell us whether your home is reached from an alley and whether there is parking for a truck. We plan the visit around the bridge traffic and give you an honest arrival window.
Shut off the main water valve when you leave, or install a leak sensor with an automatic shutoff valve. Have supply lines to toilets, sinks and the washer checked, since those are common failure points.
Balboa Island is on City of Newport Beach water. The City's latest annual report shows hardness averaging about 14 grains per gallon in 2025, hard enough to scale water heaters and fixtures over time.
Get a sewer camera inspection, note where the water heater sits and whether it was permitted, look for galvanized pipe, and confirm the cleanout cap is sound and whether the home has a backwater valve.
Evenings from December 16 to 20, 2026 are crowded, since the island is a popular place to see the Ring of Lights displays. For non-urgent work, book a daytime visit that week.
The same City water and sewer serve all three islands. The differences are access and exposure: canal-side homes have water on more than one side, and Collins Isle is reached by a one-lane bridge.
The City of Newport Beach handles flood measures like gap boards and pumps, and answers flooding questions at (949) 644-3055. For drains, cleanouts and backwater valves on your property, call a plumber.
Yes. We plan around the space, venting and gas line, pull the City permit and remove the old tank. A photo of the closet before we arrive helps us bring the right unit.
